Lincoln, Neb. — One of the measures on the November 3 ballot is proposed Amendment 1, also known as LR19CA.
With this measure, Nebraska voters will decide whether to change term limits for state senators from the current two consecutive four-year terms to three.
The Legislature approved forwarding the measure to the ballot by a vote of 39-10 in May of 2025.
State Sen. Robert Dover of Norfolk was the principal sponsor, but 23 of his colleagues were listed as original co-sponsors.
He and most other lawmakers say they need more time in office to gain a feel for how to best serve their constituents…
Sen. Dover says term-limits are especially detrimental for Nebraska’s unique one-house legislature…
Amendment 1 opponents say term limits help prevent career politicians; encourage new leadership; reduce special interest influence; and foster accountability.
In other words, supporters believe mandatory rotation ensures elected officials stay connected to real-world community concerns.
A vote yes on LR19CA will increase the term limit to three consecutive terms of office. A vote no will preserve the status quo with a term limit of two.
In addition to Amendment 1, there are three initiative measures placed on the ballot following successful citizen petition drives.
One amendment and one measure related to sports betting were certified to the ballot following a successful citizen initiative campaign. Another initiative related to school sports eligibility based on gender was also certified or the ballot.
