The former Harvard police chief was arrested in Omaha after allegedly acting inappropriately during a class.
Douglas County Court records show 46-year-old Wayne Alley is charged with Unlawful Possession of a Firearm at a School and Lewd Conduct.
According to an arrest affidavit, on July 16th, Alley was attending a class related to human trafficking and child exploitation at the University of Nebraska – Omaha.
During one of the presentation, graphic subject matter was showed, and Alley allegedly began to touch himself inappropriately.
The affidavit says Alley was later contacted by University Police about the incident, where he was found to be in possession of a loaded 9mm handgun.
The investigation showed Alley was a former law enforcement officer but his certification was currently suspended, meaning he did not fall into any exceptions to possess a firearm at a school.
The affidavit says Alley turned himself in a week later.
Alley was formerly chief of police for Harvard, but resigned in May of 2025.
